Ghana vision 2020; an impossible dream?

Is it o.k to dream this big, or do we have to start very small.

WITH OIL MONEY STARTING TO FLOW 1st QUARTER OF 2010, ITS DEFINITELY POSSIBLE.
well, if we can then i guess the question to ask is; can ghana manage oil revenues? if the question of management of our resources can be answered in the affirmative, then i believe the dream of "vision 2020" has a chance of realization. using the example of the billions of dollars that AGC (now AngloGold Ashanti) has made over the years in a country that to date does not even have an emergency medical response system, the idea of oil wealth or revenue transforming ghana'a infrastructure is far-fetched. the point here is NOT how much money AGC or ghana government made, whether through taxes or shares held but, how well has the wealth been managed to support national development.
